The US National Highway Traffic Safety Administration closes nominations and public comments on November 9, 2026 for the advisory committee drafting its rewrite of Federal Motor Vehicle Safety Standard 108. The October 8 notice, docket NHTSA-2026-1981, marks the agency's first use of negotiated rulemaking in more than 25 years. Up to 18 stakeholders from lamp makers, engineering associations, safety groups and research bodies will be appointed by Transportation Secretary Sean P. Duffy.
The review covers headlamp glare, LED requirements, dusk sensors, replaceable light sources, automatic high beams, lamp height and aim, plus test procedures for plastic optics and replacement lenses. No lighting requirement changed with the notice, and any new rule must still pass separate proposal stages. For exterior decorative lighting suppliers, harmonization matters most, since grille and marker lighting approvals still vary by market. RINA TECHNOLOGY tracks these requirements across its grille lighting and ambient strip programs.
